SUMMARY: The Human Resources Generalist manages the full recruitment cycle, to the time of hire, participates in: general orientations, classification and compensation, performance development, strategic HR planning, staff training and development, statistical information, and all related generalist HR functions. The HR generalist will support our growing staff team and while the framework for processes do exist, this role will have the opportunity to be part of the creation and workflow of the job duties. The HR department is a small, collaborative team and has the support of the organization to stand out from others and embraces individuals who strive to improve our ability to recruit, train and retain our staff.

This position is able to participate in the flex-time program; starts off with four (4) weeks’ paid vacation, is awarded personal leave time and a generous sick bank each year. Participation in the Municipal Pension Plan and in addition to that the employees and their immediate family members are eligible for an annual membership with WSPRS valued at $1033. This includes access to the pool, weightroom, drop-in fitness classes, and skating rink.  

JOB DUTIES & ACCOUNTABILITIES

  • Manages full recruitment and selection cycle; advertising, job fairs, shortlisting, booking interviews, creating interview guides, reference checking, and participating in interview process, conducted within the spirit of the collective agreements, governing legislation, policies, and procedures.

  • Works in conjunction with hiring supervisors in revising or developing new job descriptions and relevant classification/organizational impacts of such.

  • Coordinates and executes a general onboarding process for new staff, ensuring all support is in place, including online information platforms.

  • Manages probationary process with hiring supervisor; tracking probation of new employees, ensuring probationary reviews are conducted at required intervals, working with manager of HR and supervisors through probationary performance issues.

  • Manages the employee absenteeism program, including vacation and sick bank entitlements.

  • Works with supervisors to create standardized training platforms for all entry level positions.

  • Conducts research with surveys and other compensation issues.

  • Health and safety initiatives; Participates and provides clerical support to the committee and meetings, assists in investigations, procedures, annual training and injury management, reporting to WorkSafe and the recovery at work program.

  • Provides labour relations advice and interpret/administer the collective agreement.

  • Assists in researching, developing, and implementing human resources policies and procedures.

  • Assists in completing job evaluation pay reviews.

  • Prepares and maintains a variety of statistical information and reports.

  • Provides written reports, technical and administrative information; offers recommendations and advice on related human resources matters as required.

  • Provides guidance to supervisors on matters relating to employee performance management and goal setting.

  • Other related duties as required.

 

QUALIFICATIONS

  • An undergraduate degree in Human Resource Management, Business Administration, Commerce or Social Sciences or a related area with a minimum of two years’ experience in recruitment or a two-year diploma with four years’ experience working in the human resources field, specifically recruitment and onboarding.
  • Experience working with, and in, a unionized environment is preferred.

  • Excellent organization and multitasking skills.

  • Previous experience with various HRIS and recruitment software.

  • Previous experience in all aspects of a health and safety program.

  • The ability to work in a team environment, as well as manage workload independently.

  • This position provides a positive, pro-active approach to HR management issues with a good understanding of best practices.

  • Must have demonstrated skills in communication, interpersonal relations, and conflict resolution.

  • Must have the ability to be tactful, work independently, persuade and influence others, and exercise considerable judgment skills.

  • Must be able to establish effective working relationships with staff, supervisors, management, as well as Society Board members, always maintaining confidentiality.

  • Excellent written and verbal communication skills including presentation skills.

  • Must have experience with the full office suite, including strong knowledge of excel.

  • Knowledge of relevant employment, labour law and related human resources legislation.
