Position Overview
Under the direction of the Manager of Recreation, the Licensed Care Coordinator is responsible for supervising, developing, promoting, implementing and administering licensed and non-licensed daycare, preschool, afterschool care programs and camps.

Job Duties and Accountabilities
- Recruits, selects, monitors and schedules staff.
- Conducts performance appraisals, and handles staff performance issues, i.e. progressive discipline.
- Builds an effective program team. Provides mentorship for staff, departmental leadership, direction, and goal setting.
- Leads and attends staff meetings, in-services and training as required.
- Develops and ensures training and administrative systems are place.
- Assess community needs through evaluation, focus groups, surveys, market research, etc.
- Develops, initiates, and implements licensed and non-licensed childcare programs, ensuring licensed programs operate in accordance with the applicable act or licensing regulation.
- Oversees enrolment processes and approves all new program offerings and facility use with manager.
- Ensures facilities and staff, required for department, are in place and in compliance with company policies and licensing regulations.
- Takes a leadership role on regional and community inter-agency committees and is the community liaison for the department.
- Recruits and liaises and develops contracts with service providers to provide value added initiatives to programming.
- Develops marketing initiatives and collaborates with corporate marketing plan and the committee.
- Implements and monitors lease agreements with user groups.
- Researches, writes, and applies for grants. Develops and initiates public/private partnerships and initiatives.
- Develops and monitors overall budget for the department. Provides analysis of budget. Presents, defends, and is accountable for budget to management.
- Oversees all expenditures for the department to ensure appropriate disbursement of funds.
- Develops policies and procedures for daycare, preschool, afterschool care, and camps.
- Develops the department’s annual goals and business plan with the manager.
- Resolves major issues which require interpretation of policies and procedures.
- Works with the manager to translate the Society’s strategic priorities into a department business plan; evaluates and monitors success.
- Provides oral and written reports to the leadership team, the board and community groups as required.
- Provides support with staff injury management activities such as incident investigations, applicable WorkSafe or other documentation, and return-to-work planning.
- Other duties as required.
Qualifications
- Undergraduate degree in Recreation Administration, Recreation and Health Education, Early Childhood Education, Community, Family and Child Studies or a related field from a recognized post-secondary institution, or equivalent combination of education and experience.
- A minimum of five years experience in recreation programming which includes at least two years in an Early Childhood Education environment.
- Strong background in programming policies, procedures, and Island Health Childcare Licensing regulations.
- Demonstrated supervisory experience and leadership skills in program development, coordination, and evaluation is required.
- Ability to maintain effective working relationships with departmental staff, the public and outside agencies.
- Excellent interpersonal, customer service, and problem-solving skills.
- Demonstrated experience and ability to develop, monitor, and forecast departmental budget requirements.
- Ability to maintain records and compile brief reports.
- Ability to measure, interpret, and implement performance measures.
- Ability to function effectively both independently, and as member of a multi-disciplinary team.
- Ability to prioritize, organize, and multi-task to meet deadlines and program requirements.
- Computer skills including proficiency in Microsoft 365, Outlook, and recreation specific software.
- A current/valid Early Childhood Educator certificate is an asset.
- Current Emergency First Aid and CPR C certificate is required.
- A valid class 5 BC drivers’ license is required.
