Position Overview
Under the general supervision of the Community Recreation Coordinator, the Recreation Programmer provides a high standard of recreation programs, services, and social opportunities for residents of the Westshore while focusing on asset development, relationship building, and community enrichment. The Recreation Programmer will be immersed in the youth and sport population; creating strategies, assisting in promotions, working closely with school facilities and community organizations to collaborate and build relationships to develop, plan and deliver valuable and diverse youth and sport initiatives and programming for the Westshore. This position supervises, coaches, and provides orientation to staff and volunteers, and monitors and tracks budgets.

Job Duties and Accountabilities
- Recruits, selects, monitors and schedules staff and contract instructors within their authority.
- Assists with implementation of orientation and training for program staff.
- Provides leadership, guidance and gives day-to-day work direction to employees and small work teams. Recruits and liaises with contract instructors.
- Conducts performance appraisals or provides information for review by Coordinator.
- Assists with development of program goals.
- Develops, initiates, and implements programs within guidelines approved by the Coordinator.
- Meets with contract instructors to develop programs and agreement details in accordance with established guidelines.
- Ensures all facilities, supplies and staff required for programs are in place. Purchases and coordinates supplies and equipment as required.
- Works with community groups on joint programs. Solicits donations from businesses and grant authorities.
- Monitors pre-established department budgets and assets. Develops and monitors program information, including program costs and revenue for review and approval. Provides projections to assist Coordinator in budget development.
- Develops content for marketing and promotional purposes.
- Assists with the distribution, collection and compilation of department’s program assessments and evaluations.
- Assists with the planning and implementing of special events and/or projects.
- May participate on community inter-agency committees.
- Provides statistics and other information for reports.
- Resolves minor issues covered by policies and procedures. Works with Coordinator in resolving major issues.
- Required to assume some of departmental duties in Coordinator’s absence.
- Ensures policies and procedures are implemented. Assists in the implementation and evaluation of business plan.
Qualifications
- Undergraduate degree in Recreation Administration, Leisure Studies, Physical education, or a related area from a recognized post-secondary institution with a minimum of two years’ experience in a related field, or a two-year diploma with an additional four years’ experience.
- Experience planning and delivering youth and sport programs and initiatives with the ability to build relationships and mentor youth.
- Demonstrated previous supervisory experience and leadership skills.
- Program development, coordination, and the ability to measure, interpret and implement performance measures is required.
- Will possess a thorough understanding of and the ability to interpret trends, demographics, and community needs.
- Maintains effective working relationships with departmental staff, the public and outside agencies.
- Excellent interpersonal, supervisory, leadership, customer service and problem-solving skills.
- Ability to maintain records and compile brief reports.
- Demonstrated ability to develop, monitor, track and forecast budgets.
- Functions effectively both independently and as a member of a multi-disciplinary team.
- Ability to prioritize, organize and multi-task to meet deadlines and program requirements.
- Computer skills include word processing, Excel, and recreation software system.
- Current Emergency First Aid and CPR C/AED certification is required.
- CLASS 4* unrestricted BC drivers’ license is required.
